Follow the approach of Countries like The Netherlands and Germany and legally define what a Freelancer is. Freelancers would then be able to register with Companies House and tax law could be amended specifically in respect of Freelancers, there working style and preferences instead of HMRC creating nonsense and extending IR35 far beyond that which is reasonable simply because they’re addicted to tax.
