Foreign-registered vehicles are currently allowed to access British roads without charge, despite charges in their own country for British drivers and hauliers. To correct this anomaly, a chargeable permit or vignette would be offered to all vehicles entering the UK, which would allow unlimited access to motorways during their visit.
An appropriate vignette would be displayed on the windscreen, with the charge depending on the size of vehicle and length of stay.
Fines would be levied on the spot for non-compliant vehicles, or upon departure via ANPR.

Toll passes are mandatory in many European countries why not in the Uk
They could be equal to what we currently pay and related to vehicle type and size.
