Community Engagement and Skills Development Policy for Jobseeker’s Allowance Claimants

  1. Purpose

This policy aims to enhance the employability of individuals claiming Jobseeker’s Allowance (JSA) while fostering stronger community ties. By participating in voluntary roles one day per week, claimants will develop valuable skills, build confidence, and contribute to the local community.
Also this will crackdown on benefit fraud.

  1. Eligibility and Scope

All individuals receiving Jobseeker’s Allowance will be required to undertake a community-based voluntary role for a minimum of one day (7 hours) per week. Exemptions will be made for:

• Individuals with certified disabilities or medical conditions that prevent participation.

• Primary carers of dependents requiring full-time care.

• Claimants engaged in approved full-time training or education.

  1. Approved Voluntary Roles

Claimants can choose from a range of voluntary roles that provide meaningful engagement and skill development. Examples include:

• Assisting in local charities, food banks, or community centres.

• Supporting environmental initiatives such as park maintenance or community gardening.

• Working with schools, libraries, or elderly care services.

• Engaging in mentoring or support programmes for vulnerable groups.

All roles must be approved by the Jobcentre Plus to ensure suitability and relevance to the claimant’s skills and career aspirations.

Participation in this initiative will:

• Enhance employability by developing transferable skills.

• Provide networking opportunities within the community.

• Boost confidence and mental well-being through constructive engagement.

• Demonstrate commitment to work readiness, supporting future job applications.

  1. Monitoring and Compliance

Claimants must provide evidence of their voluntary engagement, verified by the hosting organisation, as part of their regular Jobseeker’s Allowance review. Failure to comply without a valid exemption may result in a review of their JSA entitlement.

  1. Support and Guidance

Jobcentre Plus will assist claimants in identifying suitable voluntary opportunities and provide guidance on how these roles can support long-term employment goals. Reasonable travel expenses may be covered for those undertaking placements beyond walking distance.

  1. Review and Evaluation

This policy will be reviewed annually to assess its impact on employment outcomes and community benefits, with adjustments made where necessary.

This initiative ensures that JSA claimants remain engaged, gain valuable experience, and contribute positively to society while seeking long-term employment.

there was a scheme run under John Major’s government, where dole was only given if people turned up for voluntary work. Overnight 50% of the claims stopped. Let’s wheel this out nationally.

Why only one day per week? In theory, if you are out of work and not exempt, you have nothing else to do, so why not four or five days? It would also stop those unemployed from picking up hours working off-books.
