Use work permits for required workers. No pathway to citizenship.

I agree with this approach. It would ensure employers of highly skilled workers would be accountable for any issues, but also to ensure they don’t overstay etc.
We do currently have issues where for example a kebab shop has issued hundreds of visas for unskilled labour. There needs to be checks, and monitoring of such practices.
