The Labour government is further lightening rules on the transfer of firearms to new owners. In future, every prospective buyer of any firearm (new and used) will have to be individually approved by the police before they can take possession of the weapon. This will stagnate the market which in turn will push the already struggling firearms sector closer to the brink, and further marginalise the sport.
To compensate for this, government should make it much easier for shooting clubs to exist. The benefit would be twofold: Shooting can once again start to thrive as a popular hobby, and as a consequence we can start to train a new generation how to handle and use firearms. This could be a very useful national characteristic in the not-too-distant future.

I think I know why the Labour government might be nervous about this.

This is a difficult one. People are so brainwashed against guns.
I think the shooting clubs stuff is a good idea, since it takes out the whole “ooh can’t let people have their own guns at home” argument.
We should also push for a “shall issue” rather than “may issue” stance for fierarms licences.

Every separate acquisition of a firearm already has to be individually approved on a Firearm Certificate. Low capacity shotguns don’t need individual approval but an individually approved Shotgun Certificate is needed. I’m not clear where you are getting this from. What do you mean by “lightening rules”? I read it as “tightening” but neither makes much sense with the current or any imminent legislation. Please elaborate.
I like the idea of using clubs to turn people into good marksmen. Undoing some of the stupid guns laws and creating civilian marksmen would be have to be done after election and in a private members bill. Put it in any manifesto for any party and the emotional anti-gun Karens will be all over it. Lets not send voters to the Labour party just because they’re indoctrinated into being scared of guns.
