As a public sector procurement expert myself, I thought it might be useful to share some ideas in this department.
I would certainly like to see the ability to introduce bias towards local or even national companies.
This might mean removing ourselves from other international agreements and this would need to be looked at closely to make sure we are not shooting ourselves in the foot. IE loosing more international trade than gaining internal trade. But from my understanding, that wouldn’t be the case.
The process is actually pretty good already, but the thing you can not get away from is that it is too easy to circumnavigate. I would like to see more transparency when making decisions. Even recording the panel meetings so that the pros and cons of tender submissions can be transparent enough for the public.
There will be times certain issues need to be discussed in private, such as pricing for commercial confidentiality/competitions purposes. But transparency needs to be nailed down when it comes to spending public money a lot more than it currently is.
I would also like to see Crown Commercial Services make Framework agreements more accessible to the primary and secondary lists of public sector entities.
Perhaps I am just not clever enough. But can anyone tell me why the Dun & Bradstreet D-U-N-S number is so important for reporting.
To me this seems like un-necessary oversight from what I believe to be a private company.
