For example to first time buyers who are prepared to form a co-operative to build for the community.
Maybe consider allowing prefabricated units that just need to be connected to power and water.
There could also be an option to set up crews of contractors to prepare the power and water, hook up the prefab units and then leave the community to do the finishing work like decorating, gardens, etc.
It maybe could be operated like a waiting list, get people to apply and if they meet the minimum conditions they can be considered.
This could tie into homelessness prevention through local authorities
